The Foreign Mission of the Ukrainian People's Liberation Council (UGVR), the Ukrainian Supreme Liberation Council (UGVR), was the political leadership body of the Ukrainian liberation movement, which declared itself "the supreme body of the Ukrainian people in their revolutionary liberation struggle". It was founded in 1944. The aim of the organisers was to create a broader socio-political basis for the armed underground's struggle against the Germans and Bolsheviks and to attract personnel from outside the OUN, although the latter remained the organisational and ideological basis of the UGVR.
